Updating the fairness doctrine
Carlton Finkbeiner announced plans to run for a fourth term as mayor of Toledo on August 29, 2015. He graduated from Maumee Valley Country Day School and received a B. Francis de Sales High School, and the University of Toledo.
During his long career in public service, Carty has been a member of multiple parties.
He was succeeded by former mayor Jack Ford in 2002.
Following his first administration, Finkbeiner served on the Toledo-Lucas County Port Authority board.
Finkbeiner currently resides with his wife, Amy Finkbeiner, in South Toledo.

The Fairness Doctrine The Fairness Doctrine was a policy established by the FCC in 1949, but discontinued in 1987.
The policy required broadcasters to make air time available (paid or unpaid) for the expression of contrasting viewpoints about controversial issues of public importance (as determined by FCC bureaucrats) or risk losing their license.
Carty announced that his third run as mayor will be his final one and he would not seek re-election.It became a tool for censorship and unfairness by politicians who sought to direct and maximize the FCC policy's effect of intimidating broadcasters who, unlike newspapers or magazines, would be forced to give equal time (as determined by the regulators) to viewpoints they may disagree with. The root cause of the problem, is basicly because most people fail to think for themselves,...let the minorty,...think for the majority.....As decades passed the number of broadcast channels proliferated into the thousands. While the use of Freedom of speach is a fundimental right,..can be a two sided sword,...He won the Toledo mayoral primary, winning roughly 37% of the vote in comparison to 29% earned by incumbent Ford.On November 8, 2005, Finkbeiner was re-elected mayor.
The creation of the rule was justified on the grounds that the public had insufficient access to diverse viewpoints through the limited number of broadcast radio stations that existed at the time.
